The only "official" residential mooring site is Waveney River Centre, a tad pricey but lots of facilities. Other yards are happy to let out moorings and "turn a blind eye" to residential use. Another thing to remember is that yards will not admit to having any residents, particularly over the phone. You will find that a personal and open approach is the best method.
