" The near £22k cost of the upgrade will be coming from the navigation budget, so the toll payer picks up the bill. "

Another good reason that small boats got a toll reduction. Most of them never use an electric point and therefore pay for infrastructure for their larger cousins exclusive use Wink

"Another good reason that small boats got a toll reduction."

I suggest that it's only a reason for them to pay less than larger vessels, which is what the situation was. There is no reasonable justification for the now very skewed and unfair tolls system. When some have seen their already high tolls increased by as much as 50%, for no comparative increase in services or facilities provided, any talk of fairness is simply insulting to the intelligence. The mantra that overall the increase is only 3% is simply a diversion.

"In addition the new meters are the only card meter available which are approved and comply with the up to date MID ( measuring instruments directive) required by Ofgem."

The apparent necessity of adherence to the Ofgem MID rings somewhat hollow, when the BA, after "careful analysis of the guidance" does not bother to comply with the Ofgem direction on the reselling of electricity, and doesn't even acknowledge that the direction applies to the BA.

Whilst the BA asks people to double moor at busy times why can't we connect two or indeed three boats to the same post obviously the reaction to this would be ' you can't do that for safety reasons' it I've seen boats upto threefold at places like Loddon when there was only one post. The implications are obvious about as obvious as double or treble mooring surely equipment at chandlers available conform with BS etc this would ease the pressure on the system which is undoubtably going to increase with the holiday craft using mains power additionally the licence cost increase or decrease shouldn't appertaining to the size of craft it should be the amount of appliances which obviously would not be able to patrol.

John,

Can I ask what was wrong with sourcing new spares from this company who have new meters in stock?

http://www.jwsmartmeters.co.uk/Ampy%205188A

I assume the Electrical  Pillar Maintenance & Repair Budget comes from the navigation account? If so why try and disguise it?

Just because The BA make a request, don't automatically assume they have the powers to make such requests!! Keeping a careful eye on an Authority which is making it's own rules.

At a guess, probably procurement rules.
If I am correct don't blame the BA cos it will not be their fault.
This in an issue that frustrates me in my line of work. Sometimes availability, cost and various other factors are simply overruled by regulation.

Harlequin, To quote John "he older meters have been  phased out and only reconditioned ones are available and stocks of the reconditioned ones  are dwindling."

Which clearly isn't the case since they are still available. If it was a procurement issue, then I'm sure that is what John would have said.

kfurbank, looking at the technical specs. on the web page you linked to, I notice it says "Standing Charge and debt Collection". Nothing about 'service charge collection'  Mad
